When calling for mark room at 3 boats length from the mark, is the boat length 3x the first boat to arrive in the zone?

Not a actual measurement, it's a estimate. First boat could be a oppy . Probably only way to get a specific zone would be a ring of bubbles, would only work in a lake though.

Zone The area around a mark within a distance of three hull lengths of the boat nearer to it. A boat is in the zone when any part of her hull is in the zone.

As said, yes, three boat lengths of the nearer boat. If its an Optimist and the other is a 50 foot offshore racer then that's just how it is. The other thing to keep in mind is the last point of certainty guideline in 18.2.e : that if there is reasonable doubt that an overlap was made in time, its assumed it was not, and if there's reasonable doubt an overlap was broken in time its assumed was not. That means its unwise to go poking your nose in at the last second.

There isn't normally any difference between fleet and handicap racing.
