Over 1-5 November 2024 the Committee and Congress members, Staff and observers of the Offshore Racing Congress (ORC) will all meet in Singapore at their Annual Meeting to discuss ideas and innovations to improve the world's largest measurement-based handicap system.

The method used to do this is through Submissions made by representatives from among the over 40 countries that use the system, where these ideas first get allocated to Committees relevant to the topics proposed. The Committees meet to discuss each Submission and then make their recommendations to the Congress for approval, whereupon the new rules and policies will be updated by the Staff in December for implementation in early January 2025.

The suggestions vary widely from the highly-technical - such as extended the ORC VPP down to 4 knots of true wind speed (USA 7) - to the highly-practical, such as devising more appropriate class splits for ORC Double Handed championship events (SWE 3). All will be reviewed and discussed in Singapore.

The complete list of the Submissions and the committees assigned to them is at orc.org
